PDFgear is $0 and already edits, converts and OCRs. Smallpdf Pro is about $108 a year for browser tools. Adobe Acrobat Pro is $19.99 a month if you pay it ($239.88 a year) and $23.99 a seat if the company does ($287.88 a year).
PDF editors look identical in a screenshot and split on the invoice. Foxit still sells a perpetual license. UPDF sells a lifetime seat. Adobe rents the app by the month. PDFgear charges nothing and says it might start charging later.

What it is
A PDF editor lets you change text and images inside a PDF, merge and split pages, convert to and from Word or Excel, run OCR on a scan, fill or build forms, redact, and apply a signature. The serious desktop ones also do batch work and password security.
Browser tools do the same chores after you upload the file.
Pricing has split into buy once, subscribe per year, and free products that either watermark the export or promise a paywall later. The file format is the same. The license and the upload policy are not.
Why it matters
Five people on Acrobat Pro for teams are $1,439.40 a year, every year. Five Foxit PDF Editor seats at $129.99 are $649.95 a year. Five UPDF lifetime seats at $79.99 are $399.95 once. That is the comparison finance will actually understand.
The other reason is where the PDF goes.
A tool that uploads customer contracts to finish a convert is a different risk from one that edits the file on disk. If you handle anything you would not email to a stranger, stay on a desktop editor that works offline.

Pay once if you can. Foxit at $209.99 for version 14, or UPDF at $79.99 lifetime, are the cleanest ways to own an editor. Use PDFgear if you do not want to pay yet; it is a real desktop app, not a watermark machine.
Upgrade to Foxit PDF Editor at $129.99 a year when you need forms, compare, DMS or a license IT will actually issue.
Adobe Acrobat is the right call when the file has to survive a counterparty who only tests in Acrobat, or when redaction and accessibility are the job.
It is the wrong default for a whole company. Smallpdf is $108 a year for browser chores. It is a trap the day the PDF is confidential.
